CELSI researchers Monika Martišková and Simona Brunnerová, together with Inga Blažienė and Julija Moskvina from the Lithuanian Social Research Centre, published a new article in Transfer: European Review of Labour and Research on how the COVID-19 pandemic reshaped social dialogue in Central and Eastern Europe.
The article “Social dialogue in the shadow of ad hoc government advisory bodies: the case of Central and Eastern Europe” (2025) examines how governments in Czechia, Latvia, Lithuania, and Slovakia established temporary advisory bodies to address pandemic challenges — often bypassing traditional tripartite institutions.
The findings show that while these bodies enabled rapid crisis responses, they did not strengthen inclusiveness or representation, instead reinforcing what the authors describe as “illusionary corporatism.”
The study highlights the persistent weaknesses of corporatist structures in the region and the need for more genuine and stable forms of social partner involvement in policymaking.
The article is based on research conducted within the DEFEN-CE project — more about the project at [celsi.sk/en/defen-ce](https://celsi.sk/en/defen-ce/).
