CELSI researchers participated in a new comparative report on the formal transposition and political impact of the European Directive on Adequate Minimum Wages in the EU.

 

CELSI researchers participated in a new comparative report on the formal transposition and political impact of the European Directive on Adequate Minimum Wages in the EU, authored by Torsten Müller (Senior Researcher, European Trade Union Institute – ETUI).

The report analyses how EU Member States have translated the Minimum Wage Directive into national law and how the Directive has influenced political agendas and public debates on minimum wages and collective bargaining.

The analysis is based on inputs from a network of national experts across all 27 EU Member States, to which CELSI researchers contributed.

Marta Kahancová and Adam Šumichrast participated as national experts for Slovakia, while Monika Martišková, together with Jaroslav Stránský from the Czech-Moravian Confederation of Trade Unions (ČMKOS), contributed expert input for Czechia.

One of the key findings of the report is that Czechia and Slovakia are identified as “frontrunners” in the transposition process.

Both countries moved relatively quickly and adopted more far-reaching legislative changes compared to many other Member States, particularly with regard to procedural frameworks and elements related to collective bargaining.

Overall, the report shows that while the Directive’s substantive requirements are limited, its real impact depends on ambitious national transposition and sustained political commitment.

Beyond legal changes, the Directive has already reshaped policy debates on wage adequacy and collective bargaining across Europe.
