CELSI Managing Director Marta Kahancová in an interview for Epoch Times Slovakia addressed questions on how European funds are being used in Slovakia.

 

Are European funds in Slovakia being used as an investment — or merely consumed? And why does the system so often fall short of its own ambitions?

CELSI Managing Director Marta Kahancová, also associate professor of public policy at Comenius University Bratislava, addressed these questions in an interview for Epoch Times Slovakia published on 5 June 2026, authored by Ladislav Hribik.

Kahancová argues that Slovakia's persistent difficulties with EU fund absorption stem from a combination of mutual distrust between the state and project implementers, weak project management culture, and a lack of long-term strategic thinking.

Administrative burden, she notes, is often a symptom of low trust rather than a cause in itself — and it crowds out the investment mindset that effective use of funds requires.

Kahancová also addresses regional disparities, the role of trust between national and local actors, and the importance of shared vision among project stakeholders as a foundation for successful implementation.
