CEECAW: Challenges for Organising and Collective Bargaining in Care, Administration and Waste collection sectors in Central Eastern European Countries

Webinar Explores Collective Bargaining Challenges and Strategies in the Care Sector Across Central and Eastern Europe

July 2, 2025

On June 23, CELSI together with the Institute of Public Affairs (IPA) and European Public Service Union (EPSU) organised a webinar exploring the state of collective bargaining in the care sector across Central and Eastern Europe.

This online event featured the presentation of our new comparative report under the CEECAW project, which highlights the challenges and opportunities for organising and collective bargaining in care.

The care sector is essential for public well-being — but across the region it remains underfunded, fragmented, undervalued, and plagued by labour shortages, ageing staff, and poor working conditions.

Participants discussed key findings from 12 countries, shared national insights, and exchanged strategies to reinvigorate collective action and improve conditions in the sector.

Webinar materials are now available for download.

Thank you to all the participants and contributors for a valuable discussion and experience sharing — especially the trade unionists, researchers, and practitioners committed to improving the care sector.
